BIPART publishes new digest on public administration in Belarus for July–August 2026
16.09.2026BIPART has published a new digest examining key developments in Belarusian public administration in July–August 2026. The study focuses on personnel reshuffles in the security and military institutions, the growing role of the State Secretariat of the Security Council and its head Aliaksandr Valfovich in coordinating security agencies, as well as the appointment of new government ministers and changes in local authorities.

The report examines how the regional power vertical functions, how regional leaders are appointed, and how the role of executive committees has evolved since 2020.
