BIPART publishes new digest on public administration in Belarus for July–August 2026

BIPART has published a new digest examining key developments in Belarusian public administration in July–August 2026. The study focuses on personnel reshuffles in the security and military institutions, the growing role of the State Secretariat of the Security Council and its head Aliaksandr Valfovich in coordinating security agencies, as well as the appointment of new government ministers and changes in local authorities.

One of the notable trends during the period was the concentration of senior-level personnel changes across several security and military institutions at the same time. At the same time, the study notes that publicly available information is insufficient to determine the motives behind all appointments: some appear to reflect routine rotation and generational change, while others involve officials with experience in politically sensitive cases. The period also saw stronger central oversight of local authorities through the appointment of trusted figures to supervisory positions. The government underwent several ministerial changes, while the diplomatic corps also saw new appointments.
