The mission of the BIPART Research Center – promoting the reform of the public administration system in Belarus in accordance with modern principles and practices. We bring together people who want to improve the quality of governance in our country and study this issue.
A new issue of the digest on public administration in Belarus covering January–February 2026 has been published. The publication reviews key developments in the country’s governance system, including personnel decisions and institutional changes affecting the functioning of the state administration.

Read moreThe research centre BIPART has published a new study entitled “Technocrats under pressure: career trajectories and state control in Belarus’s economic ministries”, examining the institutional design and personnel practices of the government’s economic bloc between 2005 and 2025. The research shows that economic ministries operate under conditions of strong power centralisation and personalised control, with key appointments driven by loyalty and internal political balances rather than institutional autonomy.
