The mission of the BIPART Research Center – promoting the reform of the public administration system in Belarus in accordance with modern principles and practices. We bring together people who want to improve the quality of governance in our country and study this issue.
The May – June 2026 issue of our digest on public administration in Belarus is now available. This edition looks at recent shifts inside the state apparatus, including new government appointments, possible changes—which have since been confirmed—in the security sector, and personnel rotations at major state-owned enterprises.

The report examines how the regional power vertical functions, how regional leaders are appointed, and how the role of executive committees has evolved since 2020.
