BIPART research on the impact of open data restrictions on healthcare, foreign trade and public finance in Belarus was published
13.11.2023One of the peculiarities of the development of Belarus since 2020 is the increase in the facts of manipulation, distortion and suppression of information about the country's development from the society. At first, this phenomenon was not of a systemic nature and took place in individual state structures and departments. Over time, the right of the state to hide from the public information, which, in the opinion of the authorities, may cause damage to the country, was enshrined in legislation.

The description of existing methodologies for assessing the quality of public services and their analysis form the main part of this paper, which considers public services as any services provided to the population by public institutions.

RESERCH "ASSESSMENT OF PUBLIC PROCUREMENT LEGISLATION" HAS BEEN PUBLISHED
02.08.2023The public procurement system in Belarus is in need of reform. The international study "Assessment of Public Procurement Legislation" (2019) assesses the state of affairs in Belarus in this area as average. According to the authors, special attention should be paid to the implementation of the principles of accountability and integrity as applied to public procurement. In terms of time, according to this study, the post-tender phase is the weakest in Belarus.
