BIPART Publishes New Study on Artificial Intelligence in Belarusian Public Administration
BIPART has published a new study, “Artificial Intelligence in Public Administration in Belarus: Opportunities and Risks in an Authoritarian Context.” The research examines how the development of Belarus’s digital infrastructure is creating the foundations for the use of AI in public administration. Belarus already has state information systems and registers, mechanisms for interagency data exchange, and digital identification tools, but the development of technological infrastructure has outpaced the creation of mechanisms for regulating AI.
The study identifies the absence of a comprehensive AI Governance framework — including dedicated legislation, risk-based regulation, and independent oversight — as a key challenge. The integration of government data could contribute to more efficient and personalised public services, while also creating risks of digital surveillance, citizen profiling, and human rights violations. The authors emphasise the need for transparency, accountability, human rights safeguards, and an AI governance framework based on international standards.
