New BIPART Public Administration Digest Released (July–August 2025)

BIPART has published its latest digest covering developments in Belarusian governance. The issue highlights recent measures by Lukashenka to tighten control over the KGB, reshuffles in government ministries and the diplomatic corps, as well as leadership changes in the healthcare system amid corruption scandals. It also reports on new responsibilities imposed on local authorities, the inclusion of the National Bank’s chairman in the Council of Ministers, and the introduction of KPIs for regime ideologues.

There is a clear trend of further centralisation of power, stronger oversight of security services, and the regime’s intensified push to enforce its ideology across both public institutions and private businesses
