REVIEW OF METHODOLOGIES FOR ASSESSING THE QUALITY OF PUBLIC SERVICES HAS BEEN PUBLISHED

The purpose of the BIPART review of methodologies for assessing the quality of public services is to identify an appropriate methodology for assessing the quality of public services in Belarus, taking into account the socio-political context of recent years. The description of existing methodologies for assessing the quality of public services and their analysis form the main part of this paper, which considers public services as any services provided to the population by public institutions.

After the brutal suppression of mass protests in Belarus following the 2020 presidential election and against the backdrop of ongoing repression, the narrative about the interaction between society and the state has changed. We are talking, if not about the complete breakdown of the social contract, then about its reduction to a form where violence and/or its absence determines the relationship between society and the authorities here and now. In this situation, the Belarusian state can offer nothing more to society in exchange for its loyalty.

This view seems somewhat limited, since the state continues to provide the population with a range of services. However, taking into account repressions and the economic situation, the conditions of providing these services are constantly changing, and most often in the direction of deterioration. Thus, an up-to-date assessment of the population's interaction with public institutions (in the broad sense) is a priority for understanding in which direction the system of public service delivery is changing.
