New Study Released: "A Minister’s Path: Career Trajectories in Financial Governance in Belarus"
We are pleased to announce the release of a new analytical study examining the career trajectories of ministers and heads of the financial bloc within the Belarusian government from 2004 to 2025. The research covers the Ministry of Finance, the Ministry of Taxes and Duties, the National Bank, and the Ministry of Labour and Social Protection, as well as the specifics of personnel policy in these institutions.
Based on biographical analysis and interviews with former officials and experts, the study concludes that key factors for appointment to senior positions in Belarus’s financial sector include not only professional competencies and specialized education, but also political loyalty — especially after the events of 2020. The research also highlights the role of institutionalized control, including the collection of compromising information, and notes that resignations rarely mean a departure from the public administration system.
