The new BIPART Public Administration Digest for September–October 2025 has been released

The new BIPART Public Administration Digest provides an overview of major political and economic developments in Belarus, including the regime’s attempts to re-engage with the West amid persistent dependence on Russia, as well as growing rivalry between the current and former prime ministers. The digest highlights the increasing influence of the security apparatus in shaping foreign policy and the continued sidelining of the Ministry of Foreign Affairs.

The publication also examines the deepening trade deficit, sweeping reshuffles in the industrial sector and regional administrations, and the expanding authority of the National Bank under Halouchanka’s leadership. In addition, it covers notable corruption cases and new ideological initiatives pursued by the authorities.
