BIPART Releases Study on the Role of Regional Executive Committees in Belarus’ Power System

The research center BIPART has published a new study "Mini-Lukashenkas in the regions: power, control, and personnel policy in Belarusian Regional Executive Committees" focusing on the role of regional executive committees within Belarus’ system of state governance. The report examines how the regional power vertical functions, how regional leaders are appointed, and how the role of executive committees has evolved since 2020.

The study explores the structure and competences of regional executive committees, career trajectories of governors and deputy governors, the role of loyalty and informal networks in appointments, as well as the growing political and security control in the regions. Special attention is paid to the transformation of governance practices after the 2020 protests, the increasing role of security officials in regional administration, and the dependence of local authorities on the centralized decision-making system.
