BIPART publishes new digest on public administration in Belarus for September–October 2026
BIPART has published a new digest examining key developments in Belarusian public administration in September–October 2026. The issue focuses on continued personnel reshuffles in the security and military institutions amid almost continuous combat readiness inspections, the appointment of former Chief of the General Staff Pavel Muraveika as Deputy Head of Lukashenka’s Administration, changes in the leadership of the Ministry of Antimonopoly Regulation and Trade, and personnel changes in local authorities.

The digest identifies several important trends. Centralised governance and security oversight of civilian institutions are expanding: heads of local KGB and State Control Committee offices have been incorporated into regional executive committees. Political control over the scientific sector is also tightening, while economic targets are becoming more modest: the government’s GDP growth target for 2027 stands at 1.9%, down from 2.8% for 2026. The authors also highlight the use of negotiations with the United States as a tool of economic bargaining and the continued reliance on political loyalty in personnel appointments.
The digest is available in our library.
