New BIPART Public Administration News Digest
We at the BIPART Research Center continue publishing a bimonthly digest of news on public administration and governance in Belarus, along with our own research. This issue presents an overview of developments in May and June 2025, covering personnel changes in the Belarusian government, diplomatic corps and local administration.
Key personnel changes within this period:
- Natallia Piatkevich has been appointed as Deputy Prime Minister, with responsibility for social issues
- Valer Vakulchyk, a former KGB chief, becomes Head of the Government Secretariat.
Other appointments included Andrei Kuzniatsou as Minister of Industry and reshuffles within the local executive committees.
The government adopted a new law which expanded the powers of deputy prime ministers.
A new BIPART study highlights how political loyalty has become a key factor in senior appointments in the financial bloc of the government, especially following the 2020 political crisis.
